Our client is seeking an experienced Assistant Manager – Tendering & Pre-Contract to support project-based procurement and tendering activities. This role is firmly focused on project procurement, tender development, and pre-contract activities, working closely with project, commercial, and legal teams to deliver high-quality, competitive bids.
This position is not suited to candidates from purely corporate or operational procurement backgrounds.
Key Responsibilities
Support tender development activities in coordination with project, commercial, and estimation teams
Prepare and manage pre-contract documentation, tender submissions, and bid evaluations
Conduct commercial, cost, and risk analysis to support pricing strategies and margin protection
Assist with contract administration during the pre-award phase, ensuring compliance with contractual and commercial requirements
Coordinate tender queries and clarifications across internal stakeholders
Maintain accurate records and tracking of live tender packages and submissions
Support reporting on tender outcomes, awards, and commercial performance
Requirements
UAE National with valid Family Book or Marsoom
Minimum 4 years’ experience in project procurement, tendering, or pre-contract roles
Strong exposure to:
Tender development and bid management
Contract administration (pre-award)
Cost analysis, commercial evaluation, and risk assessment
Experience working closely with project teams (construction, engineering, or development environments preferred)
Proficiency in tender management systems
Strong Excel skills; Power BI exposure is a plus
Excellent coordination, analytical, and stakeholder management skills
